Emergency Procedures
In the event of an emergency or major crime on campus, notify Campus Safety by calling the emergency number, 903-510-2222. This number is reserved strictly for incoming phone calls to the Campus Safety office. An officer is on duty 24 hours a day.
During evening hours, contact the Campus Safety duty officer at 903-510-2222. If necessary, Campus Safety will notify the evening administrator on duty.
MEDICAL EMERGENCIES/ACCIDENTS Response Procedure: Subjects suffering injuries or illness will not be transported to medical facilities in Campus Safety patrol vehicles. If a subject requires transportation to a medical facility, Campus Safety will contact Emergency Medical Services (EMS). Under no circumstances may an employee of the College transport an injured or ill student or visitor from the campus. In the event of a medical emergency or accident involving Tyler Junior College students, employees or visitors to campus, contact the Campus Safety officer on duty at 903-510-2222. The Campus Safety officer will render temporary medical assistance and contact the Health Services Nurse, or call 911 for Emergency Medical Services (EMS). If in the opinion of the person reporting the medical emergency or accident the situation is life threatening, call 911 for immediate assistance, then notify Campus Safety at 903-510-2222.
Campus Safety officers responding to the scene of a medical emergency or accident will administer first aid as necessary, and complete and disseminate appropriately a Medical Emergency/Accident Report. Employees are expected to report any medical/accident incident regardless of the severity.
Refusal of Assistance
Should subject(s) refuse first aid or assistance, the following information should be requested: - Name of individual
- Date and time of contact
- Location of incident
- Name, location and phone number of person obtaining information
This information should be phoned to the Campus Safety office for documentation and distribution to the appropriate campus personnel. Internal Standard Operations Procedure for Medical Emergencies/Accident Reports These follow-up procedures are to be used when a Medical Emergency/Accident Report is filed: - Campus Safety will hand deliver, within 24 hours, copies of the Medical Emergency/Accident Report to the designated offices:
- White copy - Purchasing/Insurance
- Green copy - Human Resources
- Yellow copy - Campus Safety
- Pink copy - Designated Dean
- Gold copy - College Health Services
- Medical emergency and accident report information will be included in the daily operations report to the President.
- The Health Services Nurse, upon receiving a report, will make appropriate contact and assist with post-accident needs of the victim(s).
- The Director of Student Services will act as facilitator to ensure personal support for the victim, appropriate follow-up, and assist the various designated institutional offices with date and information concerning the medical emergency or accident. Emergency Notification Campus Safety will notify the appropriate dean of all medical emergencies involving students, employees or visitors to campus. Appropriate notification will then be made by the person or persons identified as an emergency situation contact. Emergency Message Delivery Requests for student information will be handled by the registrar’s office. Course schedules will not be released except in extreme emergency situations. Emergency requests should be referred to the Campus Safety office.
Emergency messages will be delivered by a member of the appropriate school dean’s staff or a representative of the Director of Student Services’ office. Messages delivered should be to call or go to a destination. The content of the message must come from a family member. The College representative delivering the message should stand by as the student receives the message to offer the services of the College and to counsel the student. During hours that the evening administrator is on duty, inquiries concerning student information or emergency messages will be handled by that administrator. After hours, the Campus Safety officer on duty will handle requests as directed by Campus Safety guidelines. Emergency messages delivered in the residence halls will go through the residential hall specialist.
Death Notification In the event of a student death on the Tyler Junior College campus, the Director of Student Services, in addition to the emergency notification list, will be notified. The Director of Student Services will then notify the next of kin and submit a report of final disposition to the President. After normal school hours or during weekends, Campus Safety officers will contact on-campus personnel and assist in implementing appropriate measures. WEATHER EMERGENCIES Tornado The Campus Safety office will monitor the National Weather Service reports. In a severe weather alert, the City of Tyler sounds sirens to indicate the need for safety measures to be implemented. If the sirens are sounded during normal working hours, Campus Safety will activate the Ramey Tower Alarm System which is similar to the wail siren from the City of Tyler. With the activation of this system, all persons will need to take cover. Under a tornado warning, proceed to designated safe areas as indicated in the Emergency Plan. If no safe areas are indicated, proceed to interior hallways, basements, or interior walls, avoiding windows and open areas. Individuals should remain in these safe areas until notification is given over the Tower System or by an informed College representative. - monitor the National Weather Service station and local radar for forecasts;
- contact the Texas Department of Public Safety for road condition report of surrounding areas; and
- attempt to ascertain if the Tyler Independent School District has closed or intends to alter its schedule.
Inclement Weather In the event of inclement weather that may cause the cancellation or postponement of classes, the following procedures will be followed: - The Campus Safety office will:
- monitor the National Weather Service station and local radar for forecasts;
- contact the Texas Department of Public Safety for road condition report of surrounding areas; and
- attempt to ascertain if the Tyler Independent School District has closed or intends to alter its schedule.
- The Director of Campus Safety will be notified about current conditions by 4 a.m. for daytime schedules and by 3 p.m. for nighttime schedules.
- The Director of Marketing & Public Information will be contacted with a decision in the event of school closing or altered schedule of operation by 5 a.m. for daytime schedules and by 4 p.m. for nighttime schedules. This person will, in turn, notify news media, change voice mail messages on 903-510-3000 and update the "News" page of the TJC web site with the latest schedule information.
- The Director of Campus Safety will notify the Director of the Physical Plant, the Director of Campus Services and the Director of Student Services so that the appropriate accommodations may be made by maintenance, residential operations and dining services staff in the event of cancelled or delayed classes.
- By 5:30 a.m., the Director of Campus Safety will notify the President of any decision affecting the normal operation of the College schedule. By 5:30 a.m., the voice mail for 903-510-3000 will provide the latest daytime class schedule information for TJC faculty, staff and students. (Occasionally, weather may interrupt the voice mail and College Web site update capabilities.)
Decisions regarding the cancellation or postponement of evening classes on days when daytime classes were in operation and threatening weather arrived during the course of the day will be made after consultation between the Director of Campus Safety, the Director of Marketing and Public Information and Instructional Deans. Any change in the normal operating schedule will be announced campus-wide and to news media by 4 p.m. Such schedule changes will also be announced on voice mail for extension 3000 and on the TJC web site. Similar procedures will apply in the event of a power outage or other event which results in the disruption of normal class conditions. In all cases, unless an exception is recommended by the Dean of Continuing Studies and communicated to the President, the West Campus will follow the same operational schedule as the Main Campus. Flash Flooding In the event of severe weather and rain storms, areas adjacent to the Tyler Junior College campus are prone to flood. Campus Safety officers are aware of these areas and will take appropriate action to inform those who are leaving, if hazardous conditions exist. Campus Safety officers on duty will handle requests as directed by Campus Safety guidelines. FIRE All fires should be reported to the Campus Safety office 903-510-2222. Fire alarms should be sounded in areas where they are available. Buildings should be evacuated immediately for large uncontrolled fires or heavy smoke. All doors should be closed after building is evacuated. Once outside the building, individuals should proceed to safe areas at least 200 feet from the building, with care taken not to block passageways and roadways so accessibility can be maintained for rescue personnel.
Do not return to the building until appropriate authorities at the scene declare an all-safe condition. In the event of injuries, Campus Safety will render first aid and call for Emergency Medical Service (EMS) assistance. POWER OUTAGE In the event of a partial or complete campus power failure, the following procedure will be implemented: - If telephones are operational during normal working hours, and a power outage occurs, contact maintenance, 903-510–2252, then the Campus Safety office, 903-510–2222.
- If telephones are inoperable, and outage occurs during normal working hours, an individual from the affected area should proceed to the maintenance building or contact maintenance by cell phone. Campus Safety should also be contacted.
- The night administrator should be contacted after 4:30 p.m. and until 9:40 p.m.
- During any other hours, contact the Campus Safety officer on duty.
- In the event of partial or full power outage, Campus Safety will also follow the emergency notification procedure.
FIRST AID KITS First Aid Kits are maintained throughout both campuses. Their Locations are identified by decals on doors or windows. Below is a list of First Aid Kit locations and the individual responsible for assuring they are maintained. Kits may be restocked by contacting the Health Nurse at 903-510-2609.
